@mficzel, A coleague of mine just had the same problem when trying to create a package based on a fresh installed Flow base distribution. The repositories section is missing here. https://github.com/neos/flow-base-distribution/pull/9
But IMHO we need to fix that in principle, because every upgraded project without the DistributionPackages approach and configuration is failing to create new packages now.
