Flow bugfix releases: 5.3.23, 6.0.20, 6.1.14, 6.2.9, 6.3.6 & 7.0.3

I tagged new bugfix releases for Flow yesterday. They fix two bugs and inconveniences:

• BUGFIX: Correctly extract port from memcached servers setting
• TASK: Fix incomplete docblock typehints

And add a tiny feature to 7.0.3:

• FEATURE: Expose array_values() in Array eelHelper

One more notable change–largely the result of work by @aberl–is the use of GitHub Actions for running our tests, replacing Travis CI. So, from now on, you can have a look at the Checks tab on a PR or the Actions tab on the development collection repository to see the current state of affairs.
