How run app using cmd

Hello. I have installed existing project to my machine, created virtual host on apache. Now, when I’m running it I got this error: http://prntscr.com/ev3q98
In 4 days I tried all for success run but false. Just now I installed new neos project using composer. When I want to run app, I have this http://prntscr.com/ev3r59
I don’t know what can I do else. Two project and all of them false. Can you help me please?

Sorry, can’t help much (not using Windows), but please put up the trace shown for the second error, that might (the file in Data/Logs/Exceptions/2017….txt). Maybe someone else can help you out with that.
