Is it possible to install Neos on a webserver which does not enable shell commands?

I´m new to Neos :blush:

Is it possible to install Neos on a webserver which does not enable shell commands?

My webserver does not allow running shell commands (I would have to pay more to enable that feature; I know the advantage of composer and Dependency Management), but of course I can transfer files via FTP.
After my initial research I found out that developers have to run shell commands on the webserver to install Neos. Did I overlook sth in the docu or is it impossible to install Neos CMS only with a file transfer by FTP.

I saw you post on slack, where you got answer to your question, but I will sum it up here:

In theory, yes you would be able to run installation and setup locally, and transfer it via FTP - but you will not be able to migrate the database (which is done via CLI) and similar helpful commands.
