We just released our second Neos 9 Beta release. Thanks to those who contributed. 
To get a project started with this beta release use:
composer create-project neos/neos-base-distribution <PROJECTNAME> 9.0-beta6
Afterwards use the new cli setup tool to guide you through the installation:
./flow setup
